Honolulu City Council advances housing measure

HONOLULU (KHON2) -- A legislative effort aimed at increasing housing in a safe and sustainable way is progressing.

The Honolulu City Council held a hearing Wednesday on a bill that amends the building code to enhance safety standards for converting vacant or under-utilized commercial buildings into residential units.

Earlier this year, Act 37 was enacted, mandating counties to repurpose these commercial spaces for housing.

The proposed amendments include new requirements for lighting and ventilation, particularly emphasizing the need for operable windows in bedrooms.

Bryan Gallagher, deputy director of the Department of Planning and Permitting, highlighted the importance of these changes, noting that residents will be using the converted buildings for various activities, including cooking, which necessitates appropriate living conditions.

The council passed the measure's second reading today with amendments, moving it closer to implementation.
